Cozy baggage pods

My friend Rob has a cozy 4 with a set of these baggage pods. He hates drag, but said that when taking the time to pack and unpack for a trip these easily removable (think only 1 or 2 screws each) form fitting pods nets out to saving time.
Outriggers mounted on bottom?
Landing / taxi lights in front?
Fuel or baggage storage?
Not sure what make of canard this is, but it has retractable mains.
