I cleaned the filter body and installed a new filter element.

At this point I'm thinking that crudded up filters were not the problem. Maybe Ron Paragoris is right and the problem is fuel pressure not fuel flow. BTW Ron, the only restrictions to fuel flow in the system are the two fuel flow transducers. There are no significant fuel flow restrictions in the system. I have decided to modify the system to the in-line pumps with bypass valves from the old parallel system. Ordered the necessary parts.
